The Russian authorities are developing new regulations for foreign citizens working in Russia

A new law will simplify the process of obtaining a residence permit for foreign graduates of Russian universities.

The Ministry of Economic Development of the Russian Federation has submitted for public discussion a draft law aimed at significantly simplifying the procedure for obtaining a residence permit (RP) in Russia for foreign citizens who have graduated from Russian educational institutions.

This step is part of a large-scale migration policy reform outlined in a 40-point concept approved earlier this year. The concept covers a wide range of issues, from the digitalization of migration services to improving the rules for entry, exit, and stay in the country, including the development of targeted employment for migrants.

The key change proposed by the new bill:

– The creation of a new basis for obtaining a residence permit for foreign citizens who have graduated from Russian colleges, technical schools, universities, and research organizations.

Even if the previously obtained temporary residence permit (TRP) has expired, a foreign specialist will still be able to use this provision and apply for a residence permit. This is especially relevant for those who left Russia after graduation but now wish to return and continue their careers.
