Zero income tax rate for IT companies

Income tax for IT companies has been reduced from 3% to 0% from 01/01/2022 to 12/31/2024. A zero-income tax rate has been set for IT companies for 2022–2024. The rule applies to legal relations that arose from January 1, 2022.

The privilege was introduced for two categories: for Russian organizations in the field of IT – the development and implementation of programs, databases, adaptation and modification of programs, testing and maintenance of programs and databases. And also, for Russian organizations that are engaged in the design and development of electronic component base and electronic (radio-electronic) products. Starting March 8, 2022, scheduled inspections are prohibited by law for accredited IT companies, the ban is valid until December 31, 2024.

The Government of the Russian Federation also established the rules for preferential lending to backbone organizations in the field of information technology, as well as companies belonging to the group of persons of such organizations. They can receive loans in 2022 to replenish working capital at a rate of up to 11% per annum. As a rule, the borrowing limit for an individual company is no more than 10 billion rubles, for a group of companies – no more than 30 billion rubles. Loan term – no more than 12 months. Also, accredited IT companies can receive preferential loans at a rate of no more than 3% per annum under certain conditions.

Funds should be allocated annually from the federal budget to provide grants for promising developments of domestic IT solutions. For the provision of grants and some other types of support in 2022, the Government of the Russian Federation allocated funds from its reserve fund.

Also, benefits apply to payroll taxes: Insurance premiums for company employees will be reduced to 7.6%. Insurance premiums for compulsory pension insurance, health insurance, compulsory insurance in case of temporary disability and in connection with maternity, rates – 0%, then – 3%.

The above measures will help stimulate the development of information technology in Russian business.
